The Council of Bishops The Council of Bishops with the Presiding Bishop exercises legislative authority for the Old Roman Catholic Church in North America between meetings of the Synod of the Church. In addition, the Council of Bishops sits as the Ecclesiastical Tribunal of Appeal in judicial matters referred to it from the Dioceses and Institutions of the Church.
